Commissioner Joe R. Gatlin is a proud San Pedro native and a tireless advocate for equity, humanitarianism, and civic engagement. With more than 60 years of leadership, Joe has dedicated his life to championing civil rights, empowering communities, and creating meaningful change across California and internationally.
Joe served in the U.S. Army from 1965 to 1976 during the Vietnam War era and served as a Military Intelligence Officer specializing in satellite surveillance and nuclear intelligence. Stationed in San Pedro as part of the Nike Hercules Missile Battalion, he was one of the top candidates in the nation trained at Fort Benning and Fort Lewis.
From 1991-1996, Joe served as Jane Goodall's West Coast Representative, supporting conservation, humanitarian missions, and youth education through the Roots & Shoots Program. He extended his service to Kuwait, working with the Royal Family to support landmine removal and infrastructure recovery. For his work, he was honored as a Kentucky Colonel by Governor Paul E. Patton.
After serving in the military Joe continued serving his community as a Founder, Organizer, and Visionary. He founded and currently serves as the Vice President of NAACP Branch #1069, serving the San Pedro, Wilmington, and Palos Verdes Peninsula communities. He also founded the Juneteenth 400 non-profit organization, which has hosted vibrant Juneteenth celebrations honoring African American heritage that is supported by the Title Sponsor, Port of Los Angeles, the City of Los Angeles, ILWU, and many other community organizations.
Joe also played a key role in launching the San Pedro section of the National Council of Negro Women and establishing emergency preparedness and food distribution programs through partnerships with ILWU and Toberman Neighborhood Center.
In December 2023, Joe was unanimously appointed to the Harbor Area Planning Commission by the Los Angeles City Council and Mayor Karen Bass, recognizing his decades of leadership and ongoing dedication to the people of Los Angeles.
In December 2024, Joe established Joe Global Inc to help increase import and export trade between the Port of Los Angeles and the continent of Africa. He brings years of experience and formidable relationships to assist clients with strategic planning, trade, compliance, customs, and understanding African culture.
Joe's local and regional board memberships & community involvement include: Joe Global Inc., Behavioral Health Services, Los Angeles Harbor College Foundation, YWCA Harbor Area, Los Angeles Maritime Institute, Champion in Service, Port of Los Angeles High School, and the LAPD Harbor Division Advisory Board. He has also served on: San Pedro Chamber of Commerce Waterfront Planning Committee, Port Community Advisory Committee (PCAC), Toberman Neighborhood Center Board, Central San Pedro Neighborhood Council (President, Vice President, Member), and many other civic initiatives.
Joe's broad network includes collaborations with prominent figures like Dr. Jane Goodall, Michael Jackson, Tipi Hedren, Mayor Tom Bradley, Rosa Parks, and Wilda Spalding, founder of the United Nations International Human Rights Commission.
Known affectionately as "Coach", Joe is a Mentor, Coach, and Community Builder. He led high school girls' basketball teams in San Pedro and Palos Verdes, mentoring youth and promoting leadership through sports. He continues to be a mentor and motivator to young leaders, nonprofits, and business leaders alike.

Lady Alicia Hamilton is the Co-Founder and CEO of the Universal Citizen's Corp, a streaming media network providing a diverse selection of "edutainment" (educational and entertainment) programs to audiences worldwide anytime, anywhere, and anywhere with Internet connectivity.
The Universal Citizens Corp Media Family began streaming media on July 7, 2007, and launched several niche media platforms including TRNTV (The Revelation Network faith-based programs), NWNTV (New World Network, family centric programs), DAPP (Disaster Awareness Preparedness and Planning, emergency preparedness and resiliency programs), with several new networks and programs from the African Continent that will be released in 2025.
